From an Electronic Times report dated April 18, 2018.
"With allegations that power blogger Druking was involved in manipulating comments, questions about 'portal liability' have surfaced. Practicing lawyers agree, however, that holding portals — private entities — responsible for comment manipulation goes too far."
"Jaesun Yoon, managing partner of Law Firm Changchun, expressed a similar view. He said, 'As I understand it, most portal sites have solid mechanisms in place to prevent manipulation of comments and search terms,' adding, 'Absent technical inadequacy, or a reason to say they turned a blind eye knowing there would be a problem, liability cannot be imposed.'"
